Curriculum Structure

Students are required to take courses to fulfil the University's requirements, such as Gateway Education, University Language and College Requirement courses.  Students majoring in Public Affairs and Management are also required to take foundation courses in their first year of study.

Our Target

The aims of the major in Public Affairs and Management (PAFM) are to:

  • provide students with a comprehensive education in the common core theories, concepts, and knowledge bases of public policy, public management, as well as housing and urban studies;
  • enable students to specialize in public policy, public management, or housing and urban studies for gaining an understanding of the essential theories, principles, dynamics, and analytic approaches of these bodies of knowledge;
  • equip students with the theoretical, conceptual, and analytical tools to comprehensively understand public policy, public management, and societal developments in Hong Kong, China and the contemporary global world; and
  • produce graduates who can effectively meet the human resources needs of a wide range of public and private sector employers in administrative, management, and policy analysis positions, as well as in the media and non-government organisations.
What You Will Be Studying

In the first year you will take a number of foundation courses essential to the basic understanding of public affairs and management - public management, political science, urban studies, and philosophy. These courses will give you a solid platform on which to build up your general knowledge of public affairs and management.

In the second year of study, you will specialize in one of the following streams:

  • Public Affairs and Governance 

  • Public Policy and Management

The Public Affairs and Governance stream will engage students in the study of wider public affairs and governance issues. The Department can effectively broaden students’ horizons, boost their analytical and governance skills, and eventually improve their general employability.

The Public Policy and Management stream focuses on human resources management, financial resources management, organizational behavior in public management, management ethics, public policy ethics and housing studies. Students of this stream may choose to specialize in “Housing Concentration” and may be eligible to become professional property management practitioners (Tier 1) licensed under the Property Management Services Ordinance.

A number of electives will also be offered to PAFM students to enrich their learning in the subject discipline.

Joint Bachelor's Degree Programme

Joint Bachelor’s Degree Programme between City University of Hong Kong and Columbia University for students in Public Affairs and Management (Political Affairs and Governance Stream)

Students in the Public Affairs and Management Programme (Public Affairs and Governance stream) may apply for admission to the Joint Degree Programme. Students admitted to the Joint Degree Programme will spend their first two years at City University of Hong Kong and stay at Columbia University for their third and fourth years. Upon graduation, students will receive two degrees: Bachelor of Social Sciences in Public Affairs and Management conferred by City University of Hong Kong and Bachelor of Arts in Political Science conferred by Columbia University.

Did You Know?

The PAFM major equips graduates for successful careers in a wide range of administration, management and policy positions in public, private and nonprofit sectors. PAFM graduates work as administrative officers and executive officers in various government departments. Some also work as administrators and managers in public organisations such as universities, public hospitals, the Housing Authority, Hospital Authority and Airport Authority. Some teach in secondary schools and some go on to work as anchors and reporters in the news media. Many of our graduates find employment in the private sector in the fields of public transport, banking, financial services and property management. PAFM graduates also work in the nonprofit sector and social enterprises, involving in community, social and personal services.

Student Exchange / Internship

The Department of Public and International Affairs sends a large number of PAFM students to overseas universities in Europe, Australia, United States, Canada, and Asia for exchange study. The Department has achieved an impressive record in securing international exchange places with universities in Europe, North America and Australia. The Department also provides internship to PAFM students to gain practical working experience in a wide range of public, private and nonprofit organizations. This helps the career planning of PAFM students. Apart from these, PIA summer schools are very popular among PAFM students for spending a summer in a foreign setting. Various field trips and study tours to different places are organized by faculty in different courses to broaden the horizons of PAFM students to enable them to compare and evaluate the practices of public policy and the operation of government in different countries.

Direct Admission to Joint Bachelor’s Degree Programme with Columbia University

Starting in 2026/27, high school applicants can directly apply for Year 1 entry to the prestigious Joint Bachelor’s Degree Programme offered by CityUHK and Columbia University. Graduates will earn degrees from both institutions. For JUPAS applicants, a separate application to Columbia University is required after submitting the JUPAS application.

Why BSocSc International Relations and Global Affairs?

This major is the first and only program in Hong Kong to focus on the increasingly important Asian region in this Asian age.

It strengthens students’ international perspectives.

Four-year degree students enrolled at the City University of Hong Kong have a chance to apply for admission to the Joint Bachelor’s Degree Program between City University of Hong Kong and Columbia University during their second year.  Students admitted to the Joint Program will earn two bachelor degrees, awarded by the two universities.

It is staffed by scholars conducting field-based research in Asian countries and provides students with up-to-date and in-depth regional knowledge.

It features opportunities for students to join overseas exchange programs and field trips to different countries in and beyond Asia to broaden their horizons.

PIA’s internship program offers on-site job training in a number of fields, such as non-government organizations, marketing and research firms, private companies, media sectors, political parties and policy consultancy agencies.

Our Target

This major explores Asia’s significance in contemporary world politics and Hong Kong’s strategic positions within China, Asia and the world. It aims to develop students’ knowledge of the socio-political, economic and cultural changes occurring in Asian countries and to situate them in the broader international context. Students will learn to contemplate Asia's increasingly significant roles in world affairs and examine these roles with both theoretical and practical analytical tools. Through its interdisciplinary curriculum and social research training, the major seeks to equip students with analytical skills that are of great value to organizations in different administrative and economic sectors throughout Hong Kong, Asia and beyond. In addition, it enhances students’ critical reasoning and problem-solving skills, and will deepen their regional and global perspectives.

As the first of its kind in Hong Kong, the Department of Materials Science and Engineering was established to develop internationally competitive and cutting-edge research and provide a professional curriculum that equips graduates to contribute to various materials related sectors in Hong Kong, for the fast-growing high-tech industries.

The Department serves as a collaboration platform for developing cross-disciplinary academic programmes and interdisciplinary research projects with other academic units in the University. BEng Materials Science and Engineering

In the Materials Science and Engineering major, students acquire knowledge that can be used to solve materials problems in engineering processes. Graduates of this major can seek jobs in engineering companies and join the Hong Kong Institution of Engineers as graduate members. They can become professional engineers after receiving the relevant on-the-job training and completing the professional assessment.

材料是技術發展的基礎,隨着各國對核心技術的重點發展,在本地以至國外對材料科學的人才需求將會大增。本課程旨在培育材料科學及工程的專業人才,以配合社會未來在基礎科技的發展。課程包括材料原理、表徵、設計、製造、以及應用等多方面專業範疇,並涵蓋金屬、半導體、生物、建築、能源、納米等重要材料。本課程着重經驗培訓及理論實踐,特設有與公司及科研機構合作的項目。提升學生將來就業機會。相關學歷不但符合香港工程師學會會員的申請資格,修業後亦可申請全額獎學金資助在本地或海外知名學府攻讀相關的碩士或博士課程。

Our Target

The Materials Science and Engineering major aims to equip students with the skills and knowledge required to meet local and regional needs in the industrial, commercial, government and education sectors.

In particular, graduates of this major understand the production, fabrication and service performance of engineering materials, including conventional bulk materials, advanced thin film and nanostructured materials. Working with other engineering specialists, our graduates contribute to the design, manufacture, maintenance, safety enhancement and testing of engineering components, devices, structures and processing plants.

Materials Science and Engineering is an exciting and fascinating subject. Many of the novel materials invented over the past few decades significantly influence the way we live.

Materials Science and Engineering has permeated all industrial sectors. Graduates may choose to work in many different areas such as the electronics, toy, plastic, metal, ceramic and construction industries, or in testing laboratories. Graduates may also be employed as quality control engineers, production engineers, testing engineers or technical sales engineers for equipment, machinery and materials.

A materials science and engineering education predisposes students to a life enriched by the ability to understand technical information and analyse problems using scientific reasoning. In the past, materials science and engineering graduates have pursued successful careers in other diverse fields such as finance, business and education.

Industrial Training and International Exchange

The College of Engineering and the Department offer work placement opportunities through different internship schemes that provide students with full-time job attachments in firms in Hong Kong, the Pearl River Delta region, and overseas. Through such placements, students will:

Gain solid experience in a real-world work environment; develop problem-solving abilities and interpersonal skills; learn the right attitudes towards work and professionalism; and broaden their experience and enhance their employability.

What You Will be Studying

Offering a solid foundation in data science and intelligent systems, the BSc Data and Systems Engineering programme equips students with strong analytical and decision-making skills, enabling them to analyse, manage and improve enterprise-class systems. The enterprises considered may be businesses, governmental institutions or service-oriented engineering organisations. Main data science application subjects in this program covers data-driven financial technologies, smart city, artificial intelligence, and industrial internet of things.

BSc Data and Systems Engineering students are nurtured to become analytically minded and versatile graduates capable of collecting, analysing and interpreting big data. With such skills, they are proficient at transforming vast amounts of information into actionable insights, enhancing decision-making in their organisations.

The programme provides three flexible categories of advanced knowledge:
a) FinTech & Decision Analytics
b) Industrial AI
c) Smart City
 

理學士(數據與系統工程):課程注重建立學生的數據分析思維以致應用數據科學技能來描繪現實中的各類複雜系統與過程,培養學生成為數據分析、系統建模、知識發現和決策優化的專業人才。教學上涵蓋數據統計分析、知識挖掘、系統工程、人工智能等專題。讓學生有機會認識數據科學於社會和業界的廣泛應用層面及實踐需求,同時強化學生對資料採集、分析和應用創新的實踐能力。本課程涵蓋以下三個選修範疇:

The BSc Data Science aims to provide data science graduates with essential training in the quantitative methods, statistical analysis techniques, data mining technology and computing tools required for the effective use and analysis of big and complex data for real-world applications that involve making sense of complex data to realize planning and decision making. Department of Data Science

The Department of Data Science (DS), the first independent school in the region to focus on data science and its applications, aims to nurture future data science talent, which is urgently needed in numerous industries and by society at large. Boasting world-class faculty and an outstanding infrastructure and vision, the Department aspires to become a trailblazer in data science in Hong Kong and beyond.  

The DS offers interdisciplinary curricula for undergraduate students. These curricula not only provide a solid foundation in data science and a state-of-the-art spectra of data science subjects, but also offer students the chance to undertake projects and courses connected with promising application areas in data science, such as systems analytics, social media analysis, FinTech & Decision Analytics, Smart City, Artificial Intelligence and statistical learning approaches. City University of Hong Kong offers two unique undergraduate programmes, BSc Data Science and BSc Data and Systems Engineering, which are designed to cultivate data science professionals capable of applying and creating the data science knowledge required to support social and economic development in Hong Kong and beyond. Data science, as a rapidly growing field, focuses on solving problems and furthering social progress using vast amounts of data collected in various industries, commerce and applied sciences. A data science professional is trained to use and extract insights from these data,  apply to and solve real-world problems in the data realm responsibly.

BSc Data Science cultivates data scientists and data science professionals with rigorous theoretical and methodological knowledge of data science along with in-depth analysis and evaluation for applied problems.

BSc Data and Systems Engineering cultivates data scientists and advanced data engineers with a solid understanding of the tools and techniques, with a focus on managing data and applying data science techniques to solve social, business and industrial problems.

數據科學發展迅速,着重於利用大量從各行業、商業、應用領域收集的數據去解決相關問題及作出改善。學生在第一學年須修讀數學、電腦、數據科學入門等基礎科學科目。在完成第一學年後,自由選讀「理學士(數據科學)」或「理學士(數據與系統工程)」其中一個主修課程和相關科目。

Why Bachelor of Laws and BBA Accountancy?

The School of Law and the Department of Accountancy are internationally renowned for the strengths of their respective disciplines. Their work is linked with the financial and corporate sectors, which often have legal disputes that can only be solved by those with a detailed knowledge of accounting. Students in the double degree programme will acquire wide-ranging legal knowledge and skills that will enable them to progress to professional legal training, and will also acquire foundational knowledge that can assist them to qualify as accountants. The graduates of the double degree programme, the Bachelor of Laws and Bachelor of Business Administration in Accountancy, benefit from a rigorous legal education combined with solid academic training in accounting within a global business mindset.  It is thus expected that they will be highly sought after for positions in the commercial and financial sectors.

To be considered for admission to this double degree programme, you must satisfy the general entrance requirements and the following minimum programme-specific English proficiency requirements:

Curriculum Structure

Students will enrol in a number of courses offered by AC (accounting courses) and SLW (law courses) in all semesters in the five-year programme, to complete a minimum requirement of 151 credit units (including 48 credit units for accounting and business courses and 57 credit units for law courses). In line with the University’s tuition fees policy, any extra credit units exceeding 144 completed in the first four years and any credit units taken in the fifth year of study and beyond will be charged on a self-financing basis.

The double degree will prepare students for a career in the legal and financial sectors, and they will also have the option to become a legal professional. Students will receive a well-rounded education from our staff, which includes distinguished teachers and scholars from Hong Kong, Mainland China, the UK, Australia, India, and Malaysia. In addition, students will have the opportunity to be taught by visiting faculty from law schools all around the world.

Professional Accreditation

Students who complete the Law Major and two additional specific law electives (6 credits) will satisfy the requirements stipulated by the Standing Committee on Legal Education and Training to apply for admission to the Postgraduate Certificate in Laws (PCLL).

CityUHK BBA Marketing consists of two main streams:

Global Marketing Stream

The stream aims to equip students with marketing knowledge in a global context. Students are expected to be outgoing and culture-sensitive, and prepared to be exposed to marketing strategies and institutions in various regions and countries. They have to complete a foreign language course and may have a chance to join more than one exchange program during their study period.  All of these efforts ensure students are well-equipped and possess a strong foundation to succeed in the future world of work.

 

Marketing Analytics Stream

The stream aims to prepare students to be big data marketing experts with advanced data analysis skills. They are capable of interpreting and utilizing data to develop effective marketing strategies.  Students are expected to be strong in numeric skills and statistical knowledge and be proficient in social media and digital marketing.  Students may participate analytics-related internships and professional certification courses outside the program to become certified professionals in the field. 

 

Joint Degree Programs with ESSEC Business School (ESSEC) and National Taiwan University (NTU)

The Department of Marketing distinctly encourages students to broaden their horizons, and to engage actively in exchange and overseas internship programs. In line with its aspirations, the Department organizes joint degree programs with top universities - ESSEC Business School and National Taiwan University (NTU) - for elite students to obtain two internationally recognized degrees within 4 years. Why BBA Global Business?

The BBA Global Business programme offers a globally oriented curriculum and opportunities for students to develop a global mindset, think strategically and contribute to companies doing business internationally. Our application-oriented courses prepare the next generation of managers to lead global teams. In the Global Business Consultancy Project, for instance, students will actually work in a multinational corporation and get involved in solving real business problems.

Students have opportunities to enhance their leadership and management skills while working with others from different cultures through study tours, executive forums, career development workshops, structured exchange programmes, internships, and case competitions. Students are offered three semester-based overseas exchange opportunities* (one compulsory and two optional) and take part in lots of other international immersion opportunities to widen their global exposure.

Students can apply for admission to the Joint Bachelor's Degree Program between City University of Hong Kong and Columbia University. Upon completion of this joint degree program, students will receive the dual awards conferred by Columbia University and CityUHK.

Co-curricular Activities and Learning Support

CB3601 - Global Perspectives on Contemporary Issues

In this course, students are provided with an excellent opportunity to explore and master their business knowledge and gain hands-on experience by investigating global business trends and issues during a course-based study tour. For instance, in 2024, the students went to Singapore Management University (SMU) to attend classes.

Global Business Consultancy Project

Final year students provide consultancy services to global businesses in a real business setting and learn from first-hand experience.

Overseas Summer Programmes

Students may participate in sponsored Research Abroad MIT Data Science Lab and Study Abroad Harvard Summer School. English immersion courses, which include components such as volunteer placements, homestays and cultural activities in Australia, Canada, New Zealand and the USA. Service Learning participants also provide voluntary services in less developed areas such as the Philippines, Thailand, Mongolia, Sri Lanka and Laos.

Q.Do I need to pay the host universities' tuition fee? Is any financial support available for my expenses in the exchange studies?
A.

Host universities waive tuition fees for exchange students. However, students are required to pay their normal tuition and other study-related fees to CityUHK during the exchange period. Exchange students are also responsible for financing their travel, accommodation, living expenses, visa, insurance, books, etc.

Non-JUPAS FAQ
Q.The non-JUPAS intake is very small, so what is the size of the programme?
A.We expect to have around 25 students. The intakes are JUPAS and non-JUPAS, and include local and non-local students.
Q.Do I need to pay the host universities' tuition fee? Is any financial support available for my expenses in the exchange studies?
A.

Host universities waive tuition fees for exchange students. However, students are required to pay their normal tuition and other study-related fees to CityUHK during the exchange period. Exchange students are also responsible for financing their travel, accommodation, living expenses, visa, insurance, books, etc.

Students may apply for various forms of financial support; please visit the following websites for details:

1. Financial Support for Outbound Exchange Students (e.g. Student Exchange Fund, Special Fund for Non-local Outbound Exchange Students, Joseph Lau Student Exchange Awards, EDB Subsidy Scheme, Scholarships in Support of Student Exchange Programme);

2. CityUHK Temporary Student Loan for Outbound Exchange Studies.

Q.What IB scores/GCEAL grades have students been admitted with in the past?
A.We interviewed applicants with IB scores >=36 (including bonus) or with grade A in 3 GCEAL subjects last year. We expect students who receive our offers to have IB scores of at least 36 (including bonus) or 3 subjects at grade A in GCEAL, with IELTS >=7.0 / TOEFL >=100.
Q.Do I need to attend an admission interview?
A.Yes, non-JUPAS applicants must attend ONE interview before they can receive any offer from this programme. The interview is usually arranged in January/February. Another interview will be arranged in June/July for shortlisted candidates who cannot attend the interview in January/February or are shortlisted after the January/February interview.
Q.Do you have any IB subject requirements (e.g. HL for certain subjects)?
A.We do not have any IB subject requirements; however, preference may be given to students who have studied SL/HL Mathematics.

Flagship Programme

This is one of the CityUHK’s Flagship Programmes, which equip students with essential knowledge and skills, cultivate their global leadership abilities, and connect them with leading professionals. The Flagship Scholarships, which cover tuition and hall fees, a guaranteed berth, and a one-off exchange sponsorship of up to HK$500,000, will be awarded to local JUPAS talents who meet the criteria.

Direct Admission to Joint Bachelor’s Degree Programme with Columbia University

Starting in 2026/27, high school applicants can directly apply for Year 1 entry to the prestigious Joint Bachelor’s Degree Programme offered by CityUHK and Columbia University. Graduates will earn degrees from both institutions. For JUPAS applicants, a separate application to Columbia University is required after submitting the JUPAS application.
